All public sector workers who have not been biometrically registered with Social Security and National Insurance Trust (SSNIT) will be removed from government payroll next month.
Kenneth Ofori-Atta, Minister of Finance, who made this known during the presentation of the budget in Parliament recently, said the size of the public sector compensation bill (wages, salaries & other costs), which accounts for a significant proportion of domestic revenue, is a major concern for government.
“It is one of the ‘big-three’ budget line items that continue to narrow government’s choices in pursuing higher economic growth and development programmes,” he said.
In an attempt to address the problems, the Finance Minister, said the SSNIT database would be used as a filter for the payment of public sector workers.
Mr. Ofori-Atta noted that efficient budget implementation requires a proper alignment of cash inflows and outflows.
This, he said, would improve the predictability of budget implementation and cash allocations.
“In line with this, government will strengthen its treasury management functions by creating a Treasury Management Unit at the Ministry of Finance to handle all treasury management and related functions,” the Finance Minister said.
The PFM Law
He said the current Public Financial Management (PFM) law would be enforced with regards to the utilization of Treasury Single Account (TSA).
“To this end, the bank accounts of all government institutions will be transferred to the Central Bank for ease of management and monitoring.
“Additionally, government will eliminate all payments in cash at service delivery points in public service institutions, including Ministries, Departments and Agencies (MDAs) and Metropolitan, Municipal and District Assemblies (MMDAs), in order to improve efficiency in service delivery and revenue collection to support the TSA,” Mr. Ofori Atta added.

Dan, where are you,please send me your number to reward you with some phone credit for hitting the nail right on the head,why should every thing be sent to Accra in this era of ICT,my SSNIT number was captured wrongly on my payslip and for close to one year now i have been writing to my head office with all the evidence but nothing has been done so my SSNIT deductions are not been credited by SSNIT ,yet the deductions are done every month as can be seen on my payslip,my wife whose name was wrongly spelt on her payslip has equally provided all evidence ie appointment letter,birth cert,school certificate as evidence of the correct spelling of her name and up to date GES IPPD cannot act on this simple issue,so people will move from all conners of Ghana to GES,MOH,LOCAL GOVT SERVICE,OHOCS Headoffices with their SSNIT biometric numbers at the expense of productivity,so classrooms,CHIPS compounds,district assemblies etc will be empty because some staff will travel to Accra to ensure their SSNIT numbers are captured.If not in Ghana, why will a poor teacher in BUNKPURUGU-YUNYOO spend his meager salary on transport just to travel to Accra to have his SSNIT biometric number captured,when the Regional offices of CAGD could simply do this in three minutes if they were networked to certain aspects of the payroll at their head office.We are told we now have a competent government in place,lets see what happens.
Yes,in as much as i support this move by the minister,i doubt whether the MDA,s / CAGD H/Q can replace all those with old ssnit numbers with the biometric ssnit numbers within one months.Most M D A,s send personnel/salary related inputs to Accra for inputting and these inputs will be for years unattended to.Why cant the CAGD give access to their regional offices to captures issues such as ssnit numbers, insertion of bank account numbers,correction of wrongly spelt names,change of management unit, change of bank,etc,on to the payroll. If i may ask,is the case that those in Accra are more competent and trustworthy than those CAGD staff in the other regions?. I bet you a lot of genuine workers will have their salaries blocked not because they dont have biometric Ssnit numbers but that they have been forwarded to Accra and those in charge will as usual fail to act,bet me.
this is a good move but my fear is that there are some workers who are not ssnit contributors but are superannuated. what happens to them?

Ghanaians should, indeed, encourage the Finance Minister. This a bold step to block the wastage, caused by the so called ghost names.
