Former NDC MP for Nantong constituency has described the Livelihood Empowerment against Poverty (LEAP) Programme as one of the most useless government interventions he has ever seen.
According to him he has never come across a country that gives out money to people as a way to reduce poverty. He added monies given to the aged under the leap project does not benefit them any how because they are given a maximum of GHC 100.00 and they cannot survive on that, since most of the beneficiaries of the program live as communal in nature.
The LEAP programme is a government initiative which started in 2008 with the sole aim of providing cash and health insurance to extremely poor households across the country. The program which was launched under the National Social protection Agency is largely financed by the Government of Ghana with support from the World Bank and DFID.
“LEAP is the most useless government intervention ever. I have never seen any country with the intention of reducing poverty that doles out money to people,” he said.
He said this on Agoo TV’s local breakfast show 'Yensempa'.
The former minister under the erstwhile Mahama Administration has encouraged Government to start businesses rather than give out monies to a selected few who meet the criteria for benefiting from the LEAP programme.
According to him, if this is done the whole nation will benefit from the creation of jobs.

Master this is what we call unlearned, this is a social intervention program for the poor who can not work and earn a living, either they are illiterates, old or incapable of making earns meet, after steealling all the monies you don't want the vulnerable to enjoy some of the proceeds from our natural resources, this in done in the western world they are called social interventions are you that daft or simply pretending or wanting to be heard. Ministers ***barred word*** state cars and property is the most ***barred word*** of all. This is just a peanut being offered to the poorest of the poor and look at what he is saying
LEAP is not a uselesss economic intervention as you claim. Giving cash to the very poor in society so they can afford basic things in life is very important. It is called socio-economic safety net. And in economics-speak, it is called AUTOMATIC STABILISERS. It takes months for government efforts at creating jobs to become a reality. During this period, cash handout to poor households enable them to make a living while attempts are made to wean them off the policy eventually when there are jobs for them to go to. Once again, this is a clear indication of the paucity of well-resourced persons in politics in Ghana. A whole former MP making this statement is very shocking but I guess not so shocking when the person is an NDC!
President Mahama came to parliament with a woman who is now rearing pigs because of LEAP. You all clapped for him. Today, it is ***barred word***...
