The World Bank and the United Nations University World Institute for Development Economic Research (UNU-WIDER) have published an academic paper co-authored by Vice President Dr Mahamudu Bawumia.
This paper analyses the evolution of fiscal and monetary variables in Ghana from the discovery of oil in 2007 through to 2014.
It documents the deterioration of fiscal and monetary discipline over this period which resulted in a rebound of debt, a deterioration of the external balance and decrease in public investment.
The paper goes on to analyse the potential causes of this deterioration, including the political economy context and the fiscal and monetary institutional framework.
The suggested causes include the politics of Ghana’s dominant two-party system.
Finally, the paper discusses what Ghana could have done differently to avoid the various damaging effects associated with the oil discovery.
It does not aim to provide specific fiscal policy recommendations for Ghana, but rather to give an empirical account of Ghana’s experience that may be useful for other countries that discover oil.
This is another academic feather to the string of others to his credit.

His excellency Dr Bawumia, you are a great mentor the young educated people in Ghana have to emulate block headed like fiifi kotey,okujeto,Ato forson,Adongo and mr ***barred word*** family who have never written oven a poem before should come to for tuturials.
This to me looks like a spectator of a soccer game making a review or after match analysis. There is is no Economic question that does not require solutions or recommendations. Now how useful is the paper?
All hail the veep. He is without doubt the best and most competent Veep the country has ever seen. He has redefined what it means to be Vice President. A precedent subsequent Veeps may only clamour or dream of. I dream, eat and breath of Bawumia. God bless this man.
Yet people like Adongo, Forson, Fiifi Kwertey et al who have not written even ananse story in their school magazine can rubbish his economic credentials. If not jealousy then what else? If you have people like these championing your economy no wonder we moved from 14% growth in 2010 to 3.7% in 2016.
What is the title of this paper?
The minority particularly say Bawumia does not know anything. How come the World Bank and the UN University are publishing the papers of a man who knows nothing and not publishing the his papers of those who say they know something? Ato Forson and Adongo if you really know anything please present any paper you have written for publication!!! Illiterates in economics who run out countries economy down now talking by heart. Only in Ghana. They do not deserve to be in parliament. I wonder what kind of electorates vote such personalities to represent them. Are there no serious persons, farmers, teachers, butchers who surely can do better that these ***barred word*** duo?
