National Organiser of the opposition National Democratic Congress (NDC), Kofi Adams says Ghanaians must laud the Akufo-Addo-led government’s flagship program, the free Senior High School policy which begins in all public Senior High Schools across the country today.
He however would have preferred the policy was accessible by first, second and third year Senior High School (SHS) students.
He told NEAT FM's morning show sit-in-host, Mac-Jerry that whoever speaks against the policy of free SHS education for first (1st) to third (3rd) students, is an ‘ugly evil-looking person’.
“Whoever will openly say he or she doesn’t support this free SHS policy for first (1st) to third (3rd) students is a witch, I mean a witch with no class. The policy is a good one,” he categorically stated.
President Nana Addo Dankwa Akufo-Addo’s key campaign message during the 2012 and 2016 election period was to introduce free Senior High School for Ghanaians – the policy is projected to cost 3.6 billion Ghana cedis each year.
The then party in power, the NDC disbelieved Nana Addo’s vision to make the policy a reality – but, years after, the policy is set to roll across the country today, September 11, 2017.
A little over 400,000 students are expected to benefit from the policy that will exempt them from paying for tuition and other fees.
But Kofi Adams has advised government to put in place measures to make the policy “a long lasting” one that will be of benefit for all.
“There should be some quality attached to the free. The policy should benefit all including continuing students. It shouldn’t be free only for freshers but to all. If possible, needy but brilliant students should have some privileges as well,” he said.
According to him “This policy is similar to the NDC’s progressively free education policy."

So, be patient, if your GOv't had not emptied the state chest, the policy would have covered all the students. You came to create, loot and share.
I hope this is helpful. By 2020, it is expected to cover all the SHS students in public schools.
The NPP promised free SHS and so long as it remains in power , why the rush on the part of some people to the effect that the party policy could not cover all the students. You see, Those guys saying it is free Form, fine you have a case. But let me teach you, policy implementation is gradual and takes time, this would mean by the time NPP gets to 2020 to run the election everyone in SHS would be enjoying the free SHS. can't you see the trick. Don't confuuuse yourself

I don't know why people are calling this policy free shs. It should be called FREE FIRST YEAR SHS instead. Because this is a policy that did not capture SECOND year and THIRD year students. So how can we called it free shs?. Even next year it would still not cover all shs students but would be extended to cover second year students by then. So as far as am concern this POLICY is not free shs as Ghanians are saying. Besides this policy is contradictory with the free progressively shs and free shs. Because if it covers only first year and would cover second year by next year and finally cover third year in it's third year then it's progressively free rather than free shs.
