The 2012 Flag-bearer of the Progressive People�s Party (PPP), Dr. Papa Kwesi Nduom, has re-inforced the need for the ruling National Democratic Congress (NDC) government to implement the Free Compulsory Universal Basic Education (FCUBE) with much emphasis on the �compulsory� aspect of the policy.
