In 2008, I can clearly recall, during the presidential debate where the then candidate Atta Mills promised to devote 1.5 % of Ghana�s gross domestic product to fund science. This would have been an excellent development in Ghana, but the insistence of the moderator of the presidential debate, Prof. Ivan Addae-Mensah does not seem to have been a strong reminder enough.
