NDPC Assesses Capitation Grant Programme To Guide Gov�t Review Process

The National Development Planning Commission, NDPC will soon come out with citizens' assessment report of the National Schools Capitation Grant Programme to guide government in efforts to review the policy to achieve the desired results. The Capitation policy which one of the social intervention policies being implemented by government has some challenges relating to release of funds. The Commission has also developed a National Monitoring and Evaluation, "M" and "E" Manual to guide MDAs and other stakeholders on how to effectively monitor national projects. The Director General of the National Development Planning Commission, Dr. Regina Adutwum announced this at the opening of a Monitoring and Evaluation Workshop for members of the Local Government and Rural Development and the Finance Committees of Parliament at Dodowa. She emphasized the importance of funding for monitoring and evaluation of national programmes to ensure value for money. Radio Ghana�s Parliamentary Correspondent Dominic Hlordzi reports that the workshop was to introduce the National Monitoring and Evaluation Manual to the MPs and increase their awareness on the National Monitoring System to help them to influence government policies to ensure that best practices are followed to promote development. The Director General of the National Development planning Commission Dr. Regina Adutwum said the NDPC is doing all it can to inculcate the culture of monitoring and evaluation in the nation's governance system. The Chairman of the Local Government and Rural Development Committee of Parliament Dominic Azumah said the workshop will provide the MPs with the necessary tools to enable them to ask relevant questions as they exercise their oversight responsibilities over MDAs. The Chairman of the Finance Committee James Avedzi said the national monitoring and evaluation manual is a useful resource that will guide MPs and the chief executives of MDAs and the district assemblies to monitor the development agenda in their constituencies and districts. He thanked the NDPC for coming out with the manual.
