No Mercy For The Needy��As Banda District Assembly �Chops� Disability Cash

After A massive raid on the Taxpayer�s money through corruption, including inflation of contract figures by the administrators of the Banda District Assembly, there seems to be no limit to the misapplication of funds at the Assembly. It seems the mismanagement of public funds by the Assembly has assumed alarming proportions, with Persons with disabilities not spared. The Chronicle can authenticate that the Banda District Assembly has grossly shown no mercy for Persons With Disability within the district, after denying them access to their 5% share of the Assembly�s Common Fund. People With Disability within the district have persistently pursued the Assembly for the 5% share of the Common Fund, but to no avail, whilst the prospective beneficiaries of the fund continue to wallow in abject poverty. Regardless to the plights of Persons with Disability, the administrators of the Banda District Assembly have misapplied the said 5% of the Disability Fund to the detriment of the genuine prospective beneficiaries. According to an audit report sighted by The Chronicle titled �Misapplication of the PWD Funds-GH29,660.00(PWD)�, with reference number AO/WMSHS/2013, dated March 26, 2014, the Banda District Assembly has deprived the Persons with Disabilities the usage of the five percent of the District Assembly�s Common Fund. However, according to part five (V) of the Financial Administration Regulation 179 of L.I 1802, �except as provided in the Financial Administration Act 2003, a head of department may not authorise payment to be made of funds earmarked for specific activities for purposes other than those activities. But, with gross disregard to this Act, the management of the Assembly has used money meant for the people living with disabilities for internally generated fund expenses, the audit report revealed. The total effect of this is that the country has lost an amount of GH�10,234.35
