The Centre for Local Government Advocacy (CLGA) has expressed dissatisfaction in how government has been managing the release of the District Assembly Common Fund (DACF).
It said although government had failed to release two quarters of the 2014 DACF to metropolitan, municipal and district assemblies (MMDAs), it had gone ahead to release the first quarter of this year’s.
A statement issued in Accra and signed by the acting Executive Director, Dr. Vladimir Antwi Danso, therefore, called on government and the administrator of the fund to explain to Ghanaians why there had been an overlap in the payment of DACF between 2014 and 2015 and also indicated how government intended to pay the arrears.
It said such ad-hoc payment could affect the performance of MMDAs adding “if the release was done in that manner it was likely to compel the MMDAs, to use the DACF in a way not prescribed by law and also incur extra cost on projects and contracts”.
The statement urged government to pay the last two quarters of the 2014 DACF arrears and the second quarter of 2015 by July 1.
It said the move by government to pay the first quarter of this year raised a number of questions on how the national tax revenue collected in the last two quarters of 2014, based on which 7.5 per cent was to be transferred to the MMDAs as required by Article 252.
