The government will work assiduously to raise funds through budgetary and other innovative funding mechanisms to ensure that the national TVET strategic plan is adequately resourced and efficiently implemented, Samuel Okudzeto Ablakwa, Deputy Minister of Education has assured.
He said the lack of a strategic plan created gaps in policy implementation and coordination within the TVET arena.
“It also led to the implementation of several amorphous initiatives which were not properly situated within government’s TVET priority areas,” he said.
Speaking at a national stakeholders validation workshop on the national TVET strategic plan held in Ada, he said “In the past, we have witnessed many beautiful strategic plans that were never fully implemented due to the lack of ownership and commitment.”
He however, stated that the approach adopted by COTVET by engaging consultants to develop a draft and elicit input from stakeholders nationwide, gave the assurance that, ownership and acceptance of this national strategic plan should not be an issue during its implementation.
“I wish to also call on our respective Development Partners and TVET minded civil society organisations to join us in this endeavour,” he said.
“I am enthused to join you finalise the long process leading to the development of a national TVET strategic plan for COTVET. This process started as far back as February when a consultant was commissioned to develop a costed national TVET strategic plan for Ghana,” he said.
Mr. Ablakwa said “in the past weeks and months, stakeholders from all parts of the country have been assembled in Accra, Kumasi, Koforidua and Ada to share ideas and make input into what will today become a national strategic plan that will guide the implementation, management, coordination and delivery of Technical and Vocational Education and Training in Ghana.”
Dr. Bernice Heloo, Deputy Minister of Environment, Science, Technology and Innovation (MESTI), who chaired the function said “now that we are almost through with the process of developing a national TVET strategic plan to guide the development of technical and vocational skills, it is my expectation that there will be even greater collaborations and partnerships between MESTI and the Ministry of Education to develop the skills and technology base of Ghana.”
She said “this gathering of experts in the skills sub sector is expected to finalise and adopt a national TVET strategic plan to pave way for a more structured implementation of the skills agenda.”
