Staff Agitation Threatens NSS

Information gathered by the Times from the Human Resource Department indicate that a Diploma in Business Studies (DBS) certificate holder (Accounting option) had been appointed as the acting Internal Auditor, a position meant for degree holders. Aside this, a number of other new appointments including a Human Resource Manager (a certificate in Public administration holder) and accounts staff had been effected. It was also learnt that staff at the Accounts Department have resigned from their positions following a quiz into the Ag. Executive Director�s alleged per diem which had blotted from three to eight days. It is also alleged that he made some claims for medical expenses, which contradicted the organization�s policies. Consequently, the NSS boss had failed to re-assign the accounts staff since they had only resigned from the account department and not the scheme, which ought to have been the norm. Investigations further revealed that there is fracas between Mr Kuagbenu and some top officials including his two deputies thus rendering them dormant a situation which some staff contended amounted to causing financial loss to the state since they were being paid their salaries for nothing. It has also been established that security personnel at the secretariat had been threatened deployment to the NSS�s pig farm and would be replaced by National Security Personnel. These developments, the staff contended do not auger well for their welfare as well as the image of the scheme. They, therefore, called on President J.E.A. Mills to as a matter of urgency look into the allegations to salvage the situation. When contacted, the acting Executive Director, Mr Vincent Kuagbenu, debunked the allegations that he was incompetent and that if that was anything to go by, it was the responsibility of the board, his employer, and the Ministry of Education, which has the oversight responsibility of the scheme to determine. He said, he had never been queried by these bodies on the basis of incompetency and that those accusing him were not the ones to determine whether he was competent or not.
