Provide Us With The Shareholding Structure Of The Six Companies Shortlisted - NDC MP

Hon Edward Bawa, NDC Member of Parliament for Bongo constituency in the Upper East Region has asked government to provide 'the shareholding structure of the six companies shortlisted' in the ECG PSP transaction.

A statement signed by the MP and copied to Peacefmonline.com indicated that queried the extent to which "indeginous Ghanaian companies" are "allowed to participate in the process to ensure that part of the value of the industry remains in Ghana".

"In all this one of the critical issue that has been the concern of the ECG workers, civil society and the Ghanaian population has to do with local content. To what extent are indeginous Ghanaian companies allowed to participate in the process to ensure that part of the value of the industry remains in Ghana. And most importantly how do ensure that for the purposes of national security we maintain some level of Ghanaian participation in our power distribution.

It is for this reason that I call on Govt to provide to the Ghanaian people the shareholding structure of the six companies shortlisted. this will help us assess the ownership structure of the companies and possibly detect fronting which has been very enimical to local content and local participation.

It was announced a few weeks back, that six companies out of about 83 companies, who expressed their interest in participating in the operations of the Electricity Company of Ghana (ECG), Under the ECG Financial and Operational Turn around Project of The Compact II have been shortlisted" the statement further indicated.

The companies, we are told are:

1. Tata Power company Ltd from India
2. Manila Electric Company from the the Philippines
3. Ch Group Ghana with EFF and Veola SA with a Ghanaian address
4. Engine Services, SA from France
5. BXC Company Ghana Ltd, registered and operating in Ghana.
6. Enel S.P.A of Italy.

According to MIDA it is expected that bids would be received from these companies by October 2017 and a Concession agreement signed with the selected Concessionaire by March 2018.

That way the ECG PSP transaction can reach financial close by early September 2018 so the Concessionaire can commence in earnest the management, operation, and investments in ECG by October 2018.
