A former accountant at the Ghana Cylinder Manufacturing Company Limited, Julius Opuni Asamoah, has petitioned Special Prosecutor Martin Amidu, to investigate Chief Executive Office of the Company, Frances Essiam, for procurement breaches and rampant corruption.
According to the former accountant, Ms Essiam awarded several contracts without approval from the Board and also contracted loans to pay workers without approval amongst others.
He is, thus, asking the Special Prosecutor to investigate the CEO and possibly prosecute her.
Speaking on 12LIVE on Class FM on Tuesday, 7 August 2018, Mr Asamoah narrated that: “Since I took over as a finance and accounts manager of Ghana Cylinder, I realised that she had done a lot of procurement, so, I enquired about the approval for all those procurements but it proved futile.
“At a point, the Board Chair was worrying me for information and I asked why they don’t have information on them. He said they fought the woman but the woman never gave them any information and documentation on every procurement that she had done.
“Do you know the source of funding for the procurement she did? It was a supplier’s credit, somebody imported raw materials for us on credit, instead of paying the person, this woman sold the goods and used it to construct office canteen, additional office, office renovations and a host of procurement without approval.
“The worst of it all, there is a new factory plant and machinery which she has procured and the value for the procurement is GHS26.4 million, which is far above the threshold, but this lady went ahead, brought in a supplier, signed an agreement dated 7 December 2017 without approval from the board or the ministry under which we report. One time, I was in the office, we didn’t have money to pay salaries and she brought me GHS150,000 as a loan she had taken from a microfinance company without the approval of the board and I told her: that is not done.”
