President J.E.A Mills says he is at a loss on why a spin is being put on a discussion he held with the World Bank (WB) on the $3bn loan facility Ghana is accessing from China, saying the WB is supportive of the country�s initiative to seek assistance from the Chinese for infrastructural development.
