Government will soon out a nationwide performance-based management system to facilitate high labour productivity in the public sector, particularly at the district assemblies. Mr Akwasi Opong-Fosu, Minister for Local Government and Rural Development, made this known at the weekend at a staff durbar organised by Ledzokuku-Krowor Municipal Assembly (LEKMA). He explained that, the performance-based management system would be result-driven and would measure the functionality of the assemblies in terms of services delivery. Mr Opong-Fosu said: �Key performance areas that are considered as priority needs of the people within the assembly and which also fall within Government�s broad policy area will be identified, listed and rolled out.� �There will be a performance contract which the District Chief Executive (DCE) will sign with the President�s representative in the region to render an identified service within the assembly�s competence and an agreed timeline,� he added. Mr Opong-Fosu said the DCE s would be assessed on the quality of the deliverables. He expressed the hope that, the assessment would keep DCE, on their toes to hold the Co-ordinating Director accountable for the service delivery. Mr Opong-Fosu said the Government had been encouraging the assemblies to establish a data base for their revenue sources so that, they could generate enough internal funds. He expressed optimism that, when the street-naming and property numbering scheme became functional, the assemblies could generate the needed funds. Mr Opong-Fosu commended Mr Daniel Amartey-Mensah, Municipal Chief Executive of LEKMA and management of the Assembly for their immense contributions towards some developmental projects. He singled out the Assembly for running a number of projects solely through internally-generated funds. LEKMA was one of the many created districts established in November, 2007.
