CADRES of the 31st December Revolution have taken a swipe at the main opposition New Patriotic Party (NPP) accusing them of trying to make the country ungovernable. According to the Cadres now operating under the umbrella body called United Cadres Front (UPP) the position of the NPP by accusing the Electoral Commission of conniving with the National Democratic Congress (NDC) to rig the elections in favour of President John Mahama coupled with their consistent tongue lashing and acerbic commentaries directed mainly at the government on the airwaves was a deliberately ploy to stampede the efforts of the government. At a three day national delegates congress held in Kumasi in the Ashanti region which saw the election of new executives of the UCF, the leadership critically examined the current political atmosphere.In examining the situation, the UCF noted that the congress took note of main issues specially-orchestrated series of events perpetrated by elements related to the New Patriotic Party (NPP)� In a communiqu� issued and signed by the chairman of the UCF, Mr. Kofi Aikins, stressed that, �The Congress, for instance mocked at the �swing of tongue� of the NPP from �rigging� and �fraud� of the 2012 presidential election, to �irregularities�, when they eventually went to court. �It was observed that these events obviously have been aimed at derailing efforts of President Mahama�s government and making the country �ungovernable�. The Congress in its view however, declared the intention of the Cadre Movement to encourage the President, his Ministers and other appointees, to ignore these vituperations and tantrums being exhibited by the NPP leadership and their surrogates. Touching on the spate of labour unrests in the country, the UFC noted that the strikes seem to feed into the desire of some political leaders to make the country ungovernable, adding that, �In the face of these developments, the congress called on Cadres to remain steadfast in their support of President John Dramani Mahama and his NDC government.� In addition, the UFC urged the labour leaders to endeavour at all times to exhaust all the processes and procedures as laid down in the Labour Act, 651 of 2003 for the settlement of all labour disputes. To ensure that things are done in the supreme interest of the ruling party, the congress reiterated the President�s call for the ministers to think outside the box. �The Congress expressed support for the call of the President to his new ministers �to think outside the box� and to endeavour �not to do business as usual�. In this regard, the Congress urged all Cadres to give all assistance they can to presidential appointees in their efforts to re-engineer and initiate programmes and projects that would speed up the execution of the �Better Ghana Agenda� towards improving the living conditions of the people, particularly the poor and under-privileged.� The Congress noted that in 2009 a group of cadres met at the Exhibition Hall of the the Museums and Monuments Board in Adabraka-Accra and formed an interim National Executive of the United Cadre Front. This group, according to the communiqu� signed by the chairman, Mr. Aikins was mandated to organise a meeting of cadres in Kumasi in six months to deliberate on the draft constitution and elect a new executive. The group, he noted has virtually remained inactive and ineffective since then, adding that given the effort at finalization of the Constitution and holding of the first National Delegates conference of the Cadres and the election of a new national executive, congress declared the 2009 old interim committee dissolved and a new leadership of the UCF put in place. �The UCF shall be guided by the ideals of the 31st December Revolution. The preamble of the UCF underscored the adherence of the group to the rule of law, the social democratic ideology of the NDC and the sustenance of the struggle against all forms of exploitation,� the statement stressed. According to the UFC, the UCF shall have the following structures,the National Congress shall be the highest decision-making body of the UCF while congress shall also be held ordinarily once in every three years. The next highest body in-between congresses were the National Executive Committee. The meeting approved of a 26-member National Executive Committee. The next higher body after the National Educative Committee shall be the Regional Executive Committee, the District Executive Committee. The Unit Committee shall be the basic organ of the UCF. The congress approved of the fact that membership of the UCF shall be opened to cadres of the erstwhile revolutionary organs, who continue to subscribe to the principles and ideals of the 31st December Revolution and to others who subscribe to the ideals of the 31st December Revolution. All applicants must apply in person and subscribe to the constitution of the UCF. The congress adopted provisions on the duties and rights of members of the UCF and Code of Conduct as spelt out in the Constitution. �Democratic Centralism� shall be the guiding principle of the UCF. The congress elected Mr. Kofi Aikins as the chairman, Efanam Nyaku as the secretary, Mathew Soadwa as the organizer, Camillus Sakeezi as the Deputy general secretary and Chris A Tangu as the Deputy Organizer.
