Asaga, NPA, Sabotaging Govt?

For those who do not know, any tooth that is removed has blood there-under.

It is against this background that His Excellency John Dramani Mahama, must open his eyes wide; and just not accept and believe that all his appointees would either want him succeed or help him deliver on his Better Ghana Agenda promised Ghanaians.

In fact, some of the appointees would want to enrich their pockets at the expense of the people and therefore, sabotaging government and for that matter the President’s aims at decentralization in all forms.

A case in point is the behavior of the Chief Executive officer (CEO) of the National petroleum Authority (NPA), Mr. Moses Asaga, who, contrary to all doctrine of wisdom, has decided to centralize the policy of transportation of petroleum products, all the way from Accra to the three (3) Northern Regions.

Experts who this paper contacted on the revised zonalization policy being proposed by the NPA, warns that is not the best, compared to that of the Bulk Storage and Transportation Company (BOST).

According one such expert, the NPA’s proposed zonalization will only empower the Bulk Distributing Companies (BDCs) and the like’s threats on government with the monopoly created for them Mr. Moses Asaga and the NPA.

“NPA’s revised zonalization policy will also encourage the diversion of petroleum products from by the BDCs, since there is no proper mechanism to monitor their operations to ensure that products meant for the three Northern Regions are sent there per the NPA’s revised policy,” this expert pointed out.

According to him, the zonalization policy proposed by BOST, where storage depots like Buipe and Bolga will be mad to serve the three Northern Regions, is the best, compared to that of the NPA’s policy where the storage depot at Tema is mad to serve the three Northern Region in addition to Greater Accra, Eastern, part of Central and all of the Volta Region with Gasoline.

“The zonalization policy is meant to decentralize the distribution of petroleum products across the country; and that is why government must kick against NPA’s proposed policy, and work with the one recommended by BOST; if government wants to be saved form the threats of the BDCs.

Mr. Moses Asaga, and for that matter the NPA, must be checked immediately, ad BOST empowered to go ahead with its distribution policy, as suggested; so that power will not be bestowed on the BDCs to continue with its reckless and nation-wrecking threats; he unequivocally stated. According to the expert, possible implications if the NPA put forward its zonalization would be that, some of the facilities will end-up not being used-particularly those in Buipe and Bolgatanga, unless products are exported to Burkina Faso and mail; and pipelines put up by the taxpayers money, will remain discharged.

He, therefore, calls on government and for that President Mahama to call Mr. Moses Asaga, NPA and whoever also may have hand in the so-called revised zonalization policy to order, before they succeed in sabotaging government.

Whiles we urge you to stay turned for more on Moses Asaga and activities of a certain deputy minister at the petroleum ministry, we provide for our readers scrutiny, the proposed zonalization polices of the two (NPA and BOST) to determine which really meet the idea of decentralization with regards to the distribution of petroleum products in Ghana.
