Investigate Bad Road Network At Chiraa Penkwasi Military Barracks-Abronye DC Petition Ministry Of Roads And Highways

The ruling New Patriotic Party [NPP] Chairman of the newly created Bono Region, Kwame Baffoe aka Abronye DC has called on Minister of Highways , Hon. Amoako Attah, to investigates the bad state of road network at Chiraa Penkwasi Military barracks (New Dormaa) which was captured in the 2014 Petroleum Reconciliation report as one of its rehabilitation roads.

In a petition issued 24th May, 2019, Abronye DC is appealing to the Minister of Road and Highways to investigate why even though according to page 22 and 26 of the 2014 Petroleum Reconciliation Report which was laid before parliament by the Former Finance Minister Mr. Seth Tekper in March 2015 captured that, "an amount of Gh¢ 2,285,805.31 had been released for the Rehabilitation of Chiraa Road (Penkwasi to Military Barracks) (New Dormaa) Road yet nothing was done about it". 

“Per my checks, the Ghana National Petroleum Corporation (GNPC) under previous government led by Alex Mould in 2014 released closed to Gh¢ 2.3 million for the project to be completed however, the current agitations and demonstrations by the youth are evidence to clearly show that, the road which is a dual carriage road was left unattended to despite the fact that, monies were released for the project", he stated in the petition. 

The petition of Abronye DC also stated in accordance with the preface of the 2014 petroleum reconciliation report that "the purpose of this report, therefore, is to provide a reconciliation of the 2014 full year information on receipts and use of petroleum revenue to augment the in-year report, as required by Section 48 of the PRMA". 

"The 2014 Reconciliation Report on the Petroleum Holding Fund gives an account of the inflows into the Petroleum Holding Fund (PHF) and outflows to the various allowable destination accounts. It also reports on the disbursement of the ABFA and gives an account on the use of the accumulated amounts in excess of the US$2,” portion of the petition read.

PETITION TO INVESTIGATE THE BAD STATE OF ROAD NETWORK AT CHIRAA PENKWASI MILITARY BARRACKS (NEW DORMAA) EVEN THOUGH THE 2014 PETROLEUM RECONCILIATION REPORT CAPTURES THAT, THE ROAD HAS BEEN REHABILITATED.

This petition has been necessary because, in recent times, the people of New Dormaa have engaged in several demonstrations which has resulted in separate clashes with the police. 

In a more recent demonstration which occurred some where last week, some of the agitated demonstrators during the demonstration took custody of one of the policemen dispatched to the scene to ensure order and threatened not to release him until the police freed one of the demonstrators.

Subsequently, the police officers had to fire warning shots to disperse the mob, who pelted the police with stones and other objects, leading to some of the demonstrators sustaining injuries.

The New Dormaa road has been a nuisance to members of the community for quite too long and in recent periods, situation had resulted in many fatal accidents and for this reason, the people in the community decided to demonstrate to draw the government’s attention to the terrible situation, so that the contractor will come back to site to complete work on the other portion of the road”.

The demonstrators have however promised to continue demonstrating  until the government pays attention to their concerns.

According to reliable information available to be, what provoked the youth of the community to embark on this violent demonstration last Wednesday was after a vehicle had knocked down a resident at about 6:45 p.m. the previous day.

Certain members of the community have officially communicated their grievances to me in my official capacity as the Regional Chairman of the Bono Region of the Ruling Party in Government. 

I have however done several checks to unveil how come as at now, that road still remains dusty and untarred.

On this note, I therefore submit this petition for your outfit to investigate why even though according to page 22 and 26 of the 2014 Petroleum Reconciliation Report which was laid before parliament by the Former Finance Minister Mr. Seth Tekper  in March 2015 captured that, an amount of Gh¢ 2,285,805.31 had been released for the Rehabilitation of Chiraa Road (Penkwasi to Military Barracks) (New Dormaa) Road yet nothing was done. 

I would also appeal to you to unveil the mystery behind the monies quoted in the report as to whether or not the monies as noted were duly released? and if so,  who was the monies released to? And if the monies where not released why did the report capture in the mentioned pages that, the monies were released?

In fact the, the road network at New Dormaa is in a very bad state and the people of Dormaa urgently need answers to the above questions.
