Prez Akufo-Addo Has Become An 'Executive Dictator' - Inusah Fuseini

President Akufo-Addo has been described as an Executive Dictator by the former Roads and Highways Minister, Hon Inusah Fuseini for asking the Auditor-General, Mr Daniel Yaw Domelevo to proceed on his accumulated leave.

According to him, Mr Domelevo’s position as an Auditor-General is a constitutional creation just like the office of the Electoral Commission, CHRAJ and NCCE are not a creature of a statute of Parliament for the President to have a control over.

Commenting on the Auditor-General’s accumulated leave, the renowned lawyer on Okay FM’s 'Ade Akye Abia' Morning Show wondered why President Akufo-Addo who is an astute lawyer as a Head of government could give such an explanation for asking Mr Domelevo to proceed on leave.

"The Auditor-General’s office is just like the office of the Electoral Commission, CHRAJ and NCCE. Can Nana Akufo-Addo direct EC boss to proceed on leave? If you look at the explanation given for taking such an action against Domelevo then you don’t think that a lawyer of the stature of Nana Akufo-Addo as head of government will give that reason,” he wondered.

“What is the basis for the accumulated leave? Whose benefit is this leave instituted? Is it the benefit of the employee or the employer? And so how can it be an accumulated leave? If he knew that the person was entitled to leave and he wanted him to rest and save energy why didn't he ask him to proceed on leave in 2017 or 2018 and even in 2019 and now you are asking him to proceed on accumulated leave? What is accumulated leave? This can only emanate from a dictatorial leader,” he rebuked.

He hinted that the governing board of the Audit Service is the only board that can remind the Auditor-General about his annual leave.

“The governing board of the Audit Service can remind the Auditor-General that he is due for annual leave and the Auditor-General can tell them that he does not want to take leave that particular year due to the work load on him and he can forfeit his leave too," he explained.

In view of the accumulated leave of the Auditor-General, Hon Inusah Fuseini has advised Mr Daniel Domelevo to take the issue to court to improve upon our jurisprudent, as the constitution has not established a constitutional monarchy, as Nana Akufo-Addo is not a King.

“ . . I will tell him to go to court. If he goes to court, it will improve upon our jurisprudent because we have not established a constitutional monarchy and so Nana Akufo-Addo is not a King, he is guided by the constitution.

“Again, we have not established an Executive dictatorship because Article 58 of the Constitution spells out the Executive authority of the President and Article 1 of the Constitution also says that the powers of government shall be exercised in conformity with the Constitution and this means that Executive authority of the state is circumscribed”.

He insisted that the law must be tested to see whether Nana Akufo-Addo can assume that power to ask the Auditor-General to proceed on leave.

He therefore found it important that some Civil Society Organizations have threatened to go to court.
