The first train was traveling south from the regional capital of Hangzhou on Saturday evening when it lost power and stalled in a lightning strike, according to reports. The Ministry of Railways said in a statement on Sunday that the last two carriages of the stalled train also derailed. Two foreigners, whose nationalities were unclear, were among the dead, according to an official in the Zhejiang provincial emergency office.China is spending billions on constructing a high-speed rail network Last month, it launched a Beijing to Shanghai high-speed line, whose trains travel at a maximum speed of 186 miles per hour. The speed was cut from the originally planned 217 mph after questions were raised about safety. It's also faced criticism for its cost - 215bn yuan ( 21bn). In the past four weeks it has also been blighted by power outages and other problems.
