How could she mislead Ghanaians that the Ghana Government has entered into no contractual relations with the vendor of the now infamously over-bloated Oslo Chancery property?
But the facts are clear.
Government officials had visited the property and after negotiations had agreed on the consideration which is the cost of the property at 12 Million USD.
The said officials, designated by the Hon Foreign Minister Madam Shirley Ayorkor Botchwey, had presented a report approving of the suitability of the property in question for use and in the same report recommended it for purchase.
So, in all the noisy shouting battles and the attempt to deceive the good people of Ghana, my question is this: why did Government through the Ministry of Foreign Affairs stop the process?
Mind you, Government had accepted the offer to purchase the property at 12 Milllon Plus USD. In fact, Ghana Government was so interested, that it had requested some changes to be made to the property and permits to be sought from the Norwegian Government that would allow the property to be used as a Chancery!
It is funny that with all the bogus attempts to defend the indefensible, Government has still not provided, to the good people of Ghana, any communication indicating Government’s refusal to purchase the over-bloated property. And lest I forget, the Ministry of Finance had approved of the request and allocated resources for same!
What we all took away from the Law School, Hon. Ursula Owusu is this:
When there is a firm offer and a firm acceptance and the intention of the parties to the Contract are firmly exhibited through their interactions and communications, then you CANNOT deny that Government of Ghana was clearly committed to buying the said property! And that huge sums of Tax Payers money have already been committed to the process. Why borrow 50 million USD from SG-SSB and expend a colossal portion of it to purchasing just one property?
President Nana Akufo-Addo as Candidate promised Ghanaians that he was coming to protect the public purse. Ghanaians take words seriously. He should too.

Some people are making factual errors on this issue on the principles of contract law. Some are claiming where is the document/signature of the offer and acceptance? WRONG WRONG WRONG. There needs not be document before contracts are entered into. Others claim there is no consideration also WRONG. Look at these cases: Re Casey's Patent (1982), in particular Pao On v Lau Yiu Long (1980). Alliance Bank v Broom is very authoritative for this issue as all interactions with the vendor was in a business relationship. All acts by the Foriegn ministry was not a brother sister or wife husband relationship. The vendor on the other hand was also in a business mindset so your request for funds and request for modifications constitute consideration. Now consideration and intention to contract are just on an automatic continuum. Intention depends on the acts of negotiation (consideration). Ones it is proved that consideration is established, there is an intention to contract. That letter by the Foreign Minister to stop the process taken unilaterally will nail Ghana in any international court. Lets hope the vendor does not sue Ghana.
@Kofi Konadu you are soo right. I don't see what people are justifying about this deal. Oh Lord. Some are saying rents are expensive in Norway. Granted. I don't see how it justifies purchasing a chancery for that amount. What is the correlation? Yes rents may be expensive but does not justify an overbloated purchase. Others are making a point that money has not changed hands. That is very dangerous. You have gone through all these processes with the vendor including modifications, requests from the finanace ministry and approvals and you say there is not intention to contract? Ursular is supposed to be a senior lawyer in Ghana so should know this. The foreign Minister instructed her staff to stop the deal at the last minute and that particular act alone shows intention to contract. Lets hope and pray the vendor does not sue Ghana because he/she is likely to win. Joyce Bawa is right. If NDC did wrong things does not mean NPP should do the same.
It is surprising that people who should be worried about this waste are the ones defending this deal, even the government has accepted that the property is not worth the price so what is this attempt to throw dust into our eyes? Let's be Ghanaians first and party activist second, but for the opposition we will have been short changed. We cried value for money and over bloated contracts in opposition why are we encouraging it now? This double standards will not help, what was bad yesterday can suddenly not become good today.
