Director of Public Affairs of the Ghana Police Service, Superintendent Cephas Arthur, has cautioned drivers not to abuse the order given personnel at the Motor Traffic and Transport Department (MTTD) to suspend motor checks on the road.
According to the Police PRO it will not be an illegality on the part of the police man to request for license and check road worthy certificates on suspicion since the law still exist.
Sup. Arthur also dispelled rumors that the orders by the Inspector General of Police (IGP) has some political connotations.
He disclosed that the order was a normal change in operational strategies to give more attention to traffic management, getting close to the Christmas season.
A leaked internal memo from the Ghana Police Service went viral on social media on Tuesday, instructing Regional, Divisional and District Commanders to use MTTD personnel for traffic management duties only.
The order attracted a lot of backlashes from the public, since the memo contained no reason for the directive.
Top among the speculations was that President John Mahama, through the IGP was allowing drivers the free will to do whatever they want on the road until elections are over, as a way of vote buying by the National Democratic Congress (NDC).
However, in an interview with Kwame Sefa Kayi, on Peace FM’s Kokrooko morning talk show, on Wednesday, October 5, 2016, Superintendent Cephas Arthur, denied the allegation and retorted that the only effect it will have on elections is the free flow of traffic for parties embarking on campaign.
He thus indicated that their focus was on freeing the road from criminalities, that is why the memo is instructive for MTTD to keep a vigilant watch for persons carrying arms, ammunitions and drugs as well.
As for how an internal memo became public, he said it was a mystery yet to be unraveled by the police force but assured that the Service will use internal structures to deal with it.
Sup. Arthur therefore seized the opportunity to warn drivers not to abuse the order given to the MTTD because a suspension of it could be given at any time and that may not be made public.

The directive is in place. however, one would like to know if it is doable. The police is addicted to embarrassing drivers, and extorting monies from drivers at gunpoint. Go to Asamankase, Nkawkaw, Kibi, Mpraeso and see for yourself. i just cannot figure the urgency in this communique. The suppose intention (to check for ammunition and other hard drugs) was ripe but it does not work. upon all the goodies done them by the Prez Mills' administration, the police can still not make ends meet without extorting monies from the police?
NO NO NO There is more to the explanations given by the police public relations officer. The police is refusing to be neutral and impartial. I have every reason to believe that the directive is just to allow the ruling party transport all their secret arsenals to the various districts and poling centers to cause mayhem on election day. Ghanians must stay awake and the opposition parties must be very vigilant this time around.
YOU SEE WHY WE SAY IT IS POLITICALLY MOTIVATED BECAUSE IT DOES NOT MAKE SENSE TO SUSPEND MTTD DUTIES ON THE ROAD. NOW YOU ARE TELLING US IT IS NOT OUT OF PLACE FOR POLICE TO CONDUCT THEIR ROUTINE CHECKS, SO WHY THE SUSPENSION IN THE FIRST PLACE? SO NO ONE IN THE POLICE SERVICE COULD NOT STAND UP TO THE PRESIDENT AND SAY NO, IT DOES NOT MAKE SENSE. AABA GHANA POLICE, TILL WHEN ARE YOU GONNA BE YOUR OWN PPLE.
