The Commissioner-General of the Ghana Revenue Authority (GRA), Emmanuel Kofi Nti has served notice that the Cargo Tracking Note (CTN) policy will start on Monday, October 15, 2018, despite a suit challenging its implementation.
A freight forwarder, John Kwame Adu Jack has sued the GRA and CTN Ghana Limited over the policy and wants the court to declare the planned implementation of the CTN as illegal.
However, pending the determination of that suit by the courts the GRA has in a public notice signed by Mr Nti said the CTN policy will come into effect on Monday.
He also wants the court to place an injunction on the implementation of the policy which the GRA says is to provide greater scrutiny of major imports for both valuation and security management purposes.
Per the policy, importers whose imports, from records exceed thirty-six (36) Twenty-Foot Equivalent Units (TEUs) per year will be required to obtain a CTN Number in the country of export.
"This means, any importer who imports less than 36 TEUs per year is exempt from CTN compliance. Further, businesses that import more than 36 TEUs per year but can demonstrate that the nature of their imports and their turnovers make them small importers will be exempt," the notice said.
"Those exemptions are to ensure that our small and medium scale importers, mostly petty traders, our market women and men, small distributors, and other small to medium businesses are free from the requirements of this intervention".
The GRA also expressed gratitude to all "stakeholders for their cooperation as Ghana Customs prepares towards the rollout of this national excercise.

Our leaders are only being either insensitive or stiff necked when it comes to such policy implementation. How can the CTN help the GRA to know or determine the contents of loaded cargoes.We were all here on 18th October, 2010 when a consignment from USA arrived at the Tema Port and when the container was opened it hard four sport bags with 125 slabs of substances suspected to be cocain. The Agent gave himself up and was able to prove beyond doubts how the containers seal was broken at a transit port and the substances added to the original cargo. It later turned out that the cargo was consigned to a different consignee in Ghana yet the authorities failed to arrest the second consignee and rather released the agent and covered up the case. How can you introduce a discriminating rule in international trade.
If we go for the exports we will never take any duty from the importers. After all the high duty's are added on for Ghanaians to pay. Why are we afaid to take our oil money?

in fact, Nana and his NPP has really disappointed Ghanaians with their I will not listen to anybody attitude. something you kicked against stressing that it gonna overburden importers hence increased prices. hmmm, its laziness that is making govt think the PORT is the only source of amassing wealth in the name of tax. Look at foreigners in the country who invade taxes in the very presence of so-called GRA, we hear !!!
